The ribbons should be about 1/2 to 1/4 inch over the edge of on the outside, and that will leave you plenty to fold in over. The wire rim can take it off of the wire rings. Set it down flat, apply the glue on the interior edge where you've marked the scene and a bit on the exterior side.
